Statesman: East Austin public housing gets needed upgrades

Each winter for about seven years, Mary Apostolou hung extra thick curtains to try to keep the cold out as much as possible at her former Chalmers Courts apartment, even though they darkened the room. With cinder block walls that lacked insulation and no central heating or cooling system, the 1930s-era East Austin public housing project meant residents like her had to figure out how to stay warm, even if it meant living in darkness.
